1. Definitions
“Company” refers to Local Services Network Ltd trading as Ceasar Drainage.
“Customer” refers to the individual, business, landlord, tenant or representative requesting services.
“Engineer” refers to any employee, subcontractor or representative acting on behalf of the Company.
“Services” refers to all drainage, plumbing, diagnostic, maintenance, repair and associated works carried out by the Company.
2. Nature of Drainage Work
Drainage systems are underground and inaccessible in many areas. Due to the hidden nature of drainage infrastructure, initial works are investigative and diagnostic in nature.
The Company cannot guarantee a permanent resolution unless all identified defects, repairs or recommendations are completed. Temporary clearance of a blockage does not constitute a permanent repair.
3. Call-Out Attendance & Charges
Charges commence upon engineer arrival at the property.
Labour, plant and equipment charges are billed in 30-minute increments unless otherwise agreed in writing.
Chargeable services may include, but are not limited to:
- Labour time
- High-pressure water jetting
- CCTV drain surveys
- Mechanical cleaning equipment
- Specialist tools and machinery
- Descaling equipment
- Excavation preparation and diagnostics
All time spent on site is chargeable, including investigations, attempted clearance works, diagnostics and testing.
Charges remain payable regardless of outcome, including where:
- A blockage cannot be cleared
- Access is restricted
- Additional works are required
- The system is found to be defective or collapsed
- Further specialist attendance is recommended
4. Diagnostic vs Remedial Work
Diagnostic works include investigations, CCTV surveys, tracing, jetting and fault-finding services and are chargeable regardless of outcome.
Remedial works, including repairs, relining, excavations, replacements or installations, are separate chargeable works and require customer approval before commencement.
5. Pricing
All quotations and estimates are based on visible and accessible conditions at the time of inspection.
Additional defects, collapses, hidden pipework issues, root ingress or unforeseen circumstances may alter the required scope of works.
The Company reserves the right to revise pricing where additional defects or complications are identified.
6. Customer Authorisation
No works will be carried out without prior customer approval.
Approval may be provided verbally, electronically, by signature or via acceptance of quotation.
Any additional works or recommendations will require separate authorisation before commencement.
7. Access & Safety
The Customer is responsible for ensuring safe and reasonable access to the work area.
The Company reserves the right to delay or suspend works where health and safety concerns arise. Additional charges may apply where delays or restricted access affect the appointment.
8. Cancellation Rights
Where works are requested urgently or within the statutory cooling-off period, the Customer expressly agrees for works to commence immediately.
Once works have started, cancellation rights may be reduced or waived in accordance with applicable consumer legislation, and charges will apply for work already completed.
9. Payment Terms
Payment is due immediately upon completion of works unless otherwise agreed in writing.
The Company reserves the right to withhold reports, CCTV footage, guarantees, invoices or completion documentation until payment has been received in full.
10. Deposits
Deposits may be required to secure bookings, materials, specialist equipment or scheduled remedial works.
Deposits may become non-refundable once costs, labour scheduling or material procurement has been incurred by the Company.
11. Guarantees
Any guarantees provided apply only to the specific works detailed within the quotation or completion report.
Guarantees do not cover:
- Misuse of the drainage system
- Wipes, sanitary products, fats, oils or grease
- External damage
- Ground movement or subsidence
- Root ingress outside repaired areas
- Pre-existing defects outside the repaired section
- Lack of maintenance
- Third-party interference or alterations
12. Ongoing Issues & Reoccurring Blockages
Where the Company recommends remedial works and the Customer declines to proceed, the Company accepts no liability for recurring blockages, restricted flow or future system failures.
Any subsequent attendance will be treated as a new call-out and charged accordingly.
13. CCTV Surveys
CCTV drain surveys are visual inspections only and are limited by accessibility, water levels, pipe conditions and system configuration.
The Company cannot guarantee that all defects or faults will be identified during a survey.
14. Liability
The Company shall not be liable for:
- Hidden or pre-existing defects
- Structural failures outside repaired areas
- Consequential losses
- Loss of earnings or business interruption
- Damage arising from existing defective drainage systems
- Delays caused by circumstances outside our control
Nothing within these terms limits statutory consumer rights.
15. Complaints
Any complaints should be submitted in writing to the Company.
The Company aims to acknowledge complaints within a reasonable timeframe and investigate accordingly.
16. Force Majeure
The Company shall not be liable for delays or inability to perform services caused by events beyond reasonable control, including adverse weather, access restrictions, supply shortages or utility failures.
17. Governing Law
These Terms & Conditions are governed by the laws of England and Wales. Any disputes shall be subject to the exclusive jurisdiction of the courts of England and Wales.
